Inventing a Capital City

The capital of a country is where the government of that country is located. In most countries, the capital is

the city with the biggest population. However, in 35 countries out of 195, this is not the case. In some cases,

this is because another city is growing faster. But more often, it is because the capital was moved from the

largest city to a smaller one due to a political decision.

For example, the largest city in Vietnam is Ho Chi Minh City, with one million more people than Hanoi, the

capital. In 1976, Hanoi became the capital of the united North and South Vietnam.

The reason for moving has often been that there are just too many people in the capital. This was why the

government of Brazil built a new capital, Brasilia, in the centre of the country, to replace Rio de Janeiro,

which is on the coast, in 1960. It was also one of the reasons for moving the capital of Nigeria from Lagos to

Abuja in 1991. However, in both cases, there were other reasons. The government of Brazil felt that moving

the capital would encourage growth in areas away from the coast. In Nigeria, after a lot of problems between

the three main ethnic groups, the government wanted the capital in an area not controlled by any one group.

Question 31. What is NOT true regarding Vietnam’s capital?

A. Ho Chi Minh City is larger than Hanoi.

B. Hanoi became the capital in 1976.

C. The capital was moved for economic reasons only.

D. The population difference between the two cities is significant.

Question 32. Why was Brasilia built as Brazil's capital?

A. To replace a capital that was too small.

B. To move the capital away from the coast and encourage growth in the interior.

C. Because it was the largest city in the country.

D. To reduce the population of Rio de Janeiro.

Question 33. What was one reason for moving Nigeria’s capital from Lagos to Abuja?

A. To make it easier to access the coast.

B. To ensure it was in an area not controlled by any ethnic group.

C. To increase tourism in Lagos.

D. To improve transportation links.

Question 34. The writer makes a link between Brazil and Nigeria because .............

A. the capitals were moved for the same reasons

B. the movement of capitals happened in the same year

C. both original capitals are on the coast

D. there were too many people in both capitals

Question 35. What was one reason for moving Nigeria’s capital from Lagos to Abuja?

A. To make it easier to access the coast.

B. To ensure it was in an area not controlled by any ethnic group

C. To increase tourism in Lagos.
